Add mod management #8

A strong modding community is already being built around Palworld. Here are a few examples for increasing the number of available bases in a guild:

Palworld mods come in .pak format, which are installed to Pal/Content/Paks (or Pal/Content/Paks/~mods, not sure which is correct yet). This makes it easy to download, and ensure the mod file is in the correct location before starting Palworld.

In some cases RE-UE4SS needs to be installed for mods to work. Need to check if it is compatible with the Linux dedicated server.

This might require a bit more work than I anticipated. Nexus Mods, the most popular mod repository for Palworld, only allows logged in users to download files, and speeds are very slow without a Premium Account.

Until I come up with a better way of handling this, this might have to be put on the backburner for a bit. In the meantime, users can manually install mod files to /opt/palworld-dedicated-server/data/Pal/Content/Paks.
