MJPC Dependency #45

Adds MJPC as an optional dependency.

[ ] update pyproject.toml to correctly pip install and build mujoco_mpc
- [ ] figure out how to call multiple setup_XXX.py scripts they include in the python subdirectory
- [ ] ensure that the package data is installed correctly
[ ] update installation script and instructions to emphasize how to install dev dependencies without installing heavy mujoco_mpc stuff
