Adding cosmoDC2 tutorial to the page #4

This PR removes the parquet version for now, and adds the TAP access tutorial that we already have as HTML in the irsa_html pages.

New notebook content was copied out from the HTML version, and contains only minimal fixes to f-strings and fixes to the very last cell to get the plot.
