Github actions failing because of LFS budget constraints #125

Github LFS counts github actions against the LFS bandwidth quota. Moving kete to this organization has restricted the LFS bandwidth, causing tests to begin to fail.

I would like to make pull requests more than once per month, I may have to remove the large file and begin relying on downloading from the MPC once again.

I dont like the solution for this, but I have removed the MPC catalog from the LFS. This will mean that pull requests may result in queries to the MPC, which they may block.

Additional work may be required to reduce the file download requirements.
