User defined costs #10

As pointed out by @gautamvenugopalan it would be nice to allow users to feed their own scalar costs into the optimizer. The question is how to best do this?

Since implementing this might break the current code, this enhancement will be one of version's 2 target implementations, after the release of version 1.
