Owners table does not see newly aded users

If you have both the observer and planning GUI open and use one to create a new Owner login, it is not recognized byt the other tool until it is restarted.

I have added a "Update Owner List" button on the sign-in frame to allow the observer to update the list.

The buttons have added tool tips to clarify what each button does on the sign in frame.
