The skill-specific max level should be a soft cap for XP gain but not for XP added from other sources like commands or quests
Why is this feature needed
This is a modpack QOL feature that lets packs stop when users can gain XP from traditional sources but still allows some end-game progression beyond the cap. Examples might include having players max out a skill before unlocking certain tools at a specific post-cap level.
