include mrgsolve and rxode2 as dependencies ?

they are listed under "suggest" and are therefore not automatically installed when installing campsis.

Advantages of Imports:

Install automatically
Maintainers need to inform you of issues that affect you (enforced by CRAN policies and checks).

Disadvantages:

If either mrgsolve or rxode2 is kicked of of CRAN you will be too, whereas a Suggests will not have your package kicked off of CRAN.
