Av1 speed setting #10

Speed settings 0-6 added in GUI and in the encoder backend.

Encoding times and file sizes seems to work as expected.

The merge conflict is that "--ovcopts-add=cpu-used=4" is removed, since this is now set elsewhere.

This is due to me forgetting to fetch the accepted pull request until after writing this. Should be easy to resolve though.
