TODO: Re-write generic BatteryWatcher class #1

BatteryWatcher needs re-written to keep a tally of how many times the user has been warned before shutting down. The warn total should be reset after a few minutes without warning (ie. the user plugged in the charging cable).

BatteryWatcher is only for generic (BangGood/GearBest) power supplies.

BatteryWatcher_PB may need its own monitor() function.
