Put sample data sets into `git-lfs` prior to use merging into `main` #23

The new data test infrastructure currently has the sample .csv files which are ~300Mb (https://github.com/Cambridge-ICCS/ONEFlux/pull/20). Before we merge these into main we want to switch to having these in git-lfs so that they don't have to be downloaded by default with the code.
