If join30MinFiles concatenates a mono file to a stereo file, Liquidsoap gets upset. We need to re-encode the whole thing, rather than concatenating.

We are checking for Stereo in the upload system now so this must have been very old upload. Deprioritising for now, but the underlying fix of re-encoding is probably still valid.
