Would it be possible to use this library with a 64x32 Matrix that has a FM6124C chip?

The chip is definitely compatible, for the smaller size i suggest you give the now updated "normal" HUB75nano a try I had a board with 128x64 running with that chip, so smaller size should not be an issue
