The background colour of the third division containing course times and the apply is broken, putting the colour style directly to the third division results in no change whilst putting it in the indented division leads to the current situation. In the college site, the apply section has a very light grey background that you can see for yourself.
Researching finds that the background colour will not appear if there is no content, and for some reason indented divisions AND an image doesn't count to that, so to fix this we'll either need to remove the indented divisions and replace them with something else or find a way to put "content" and get the background colour to appear.
