When the cron job dies, an alert should be sent by a user visiting the main URL #200

Effectively checking the cron job is running during the event

Perhaps displayed as something like an obviously visible (eg. bright colours but readable) but not too large banner at top saying "System issue; talk allocation may not be updated - please contact " ???
