Allow users (with HG role) to schedule a time at which the games will automatically begin.

Allow a one time start time
Recurring event start times
Option to have warnings about a game about to start
- 1 hour warning, 15 minutes, 5 minutes, 1 minute

d3bb16d Allows for this implementation, a better user interaction specific to HG is still required.
