Salix arctica var. pallasii (Andersson) Kurtz
What data are you expecting instead?
Salix arctica var. pallasii Kurtz
If applicable, please provide an authoritative source.
See notes under Tropicos; Andersson's name is illegitimate, so cannot be used as the basionym.
The same rule cited by John McNeill applies here (note my emphasis of the word legitimate):
John McNeill: The relevant article of the Code is Article 49:
49.1. When a genus or a taxon of lower rank is altered in rank but retains its name or the final epithet in its name, the author of the earlier, name- or epithet-bringing LEGITIMATE name (the author of the basionym) must be cited in parentheses, followed by the name of the author who effected the alteration (the author of the new name).
