All available languages must have link element with hreflang attribute, including language under current view #33

<#list page.otherLanguage?keys as currLang> in layout.ftl, https://github.com/Canadensys/vascan/blob/dev/src/main/webapp/decorators/layout.ftl#L11 should loop through all available languages, including the language under current view rather than behaving as a toggle, resulting in two link elements: one for en and a second for fr.
