Legal Theme: Protected Areas - Canada map server returns a 404 #237

The service for the Protected Areas - Canada on the Legal Theme used by the leaflet viewer returns a 404. This service should be updated to match the full map's service: https://maps-cartes.ec.gc.ca/arcgis/rest/services/CWS_SCF/CPCAD/MapServer/0

The National Parks and Protected Areas map on the same page also needs to have this layer updated.
