FHIMP - hard-coded links to keep traffic on GEO.ca #335

While trying to find information on work done in Smithers, BC, clicks a link and ends up leaving geo.ca for open.canada.ca from link of "Flood in Canada - Current Year":

[ ] Fix hard-coded links in datasets to allow users to stay on GEO.ca instead of being redirected to the dataset on open.canada.ca.

From the Flood in Canada - Current Year page, clicking the link in Parent Collection ([Floods in Canada - Cartographic Product Collection]) opens in open.canada.ca Need more info - contact Bo
