User Story: Users should be able to sign-in using their Sign-in Canada identity

We need to add Sign-in Canada integrations for user authentication.

This will require the following steps:

• [x] Create cloudformations allowing deployment of a cognito instance integrated with sign-in canada as identity provider
• [x] Create a authoriser lambda that can be attached to api gateway to validate identity on reception of a request
• [x] Get dev environment up and running
• [ ] Organise financing for paying sign-in canada
• [ ] Organise support contracts for SIC
• [ ] Sign-in and set identity header in requests from the frontend
• [ ] Use authorisation header and authoriser lambda to authentify requests to the backend
• [ ] Get staging and prod environments setup
