[BUG] Legend graphic not displaying for WMS layer #2220

Is there an existing issue for this?

[X] I have searched the existing issues

Current Behavior

The WMS layer contains a legend graphic but it is not displayed.

Expected Behavior

The legend graphic should be displayed.

View map legend
Notice that the legend graphic is missing
