[BUG, UI] Layer Panel height increases height when selected. #2261

Is there an existing issue for this?

Current Behavior

The height of the layer increases when layer is selected..

This is happening across all tabs.

Expected Behavior

The height of the layer panel should not increase when layer is selected.
