[BUG] In the Appbar the Details panel is not fullscreen while the layers & datatable are

Current Behavior

In Appbar mode the panels should be consistent as much as possible. Details panels looks different as its not fullscreen (when open) like Layers & DataTable panels.

Expected Behavior

Make details panel fullscreen. Make legend panel fullscreen
