This seems to be a (potentially intractable) design problem. The lifelines are essential to safety yet they prevent access to equipment that is essential to safety. Two possible solutions come to mind:
Given the limited stowage, option 2 seems impracticable. Option 1 severely restricts movement at the helm (introducing safety problem)
Can this problem be solved by installing the cockpit lifelines with adequate slack to allow the floor locker door to be lifted without interference from the lifelines?

This has not been a problem during the current delivery passage. There is adequate slack in the life lines to allow them to be pushed to one side to gain access to the locker.
