Changes to global nordcan settings #1

Referring to discussion in https://github.com/CancerRegistryOfNorway/NORDCAN/issues/4, here's what we need to change in nordcancore:

Function nordcancore::set_global_nordcan_settings should include argument regional_data_first_year. Any assertions on it should be the same as for the other year arguments.

After creating the setting, see https://github.com/CancerRegistryOfNorway/nordcanepistats/issues/19.
