Rename last_year in global settings #10

The new global setting for "last_year" should be renamed to "stat_cancer_record_count_last_year" to avoid confusion with last year of survival.

We should also include the global setting for "stat_cancer_death_count_last_year" so that we follow the pattern of defining start and stop years for both incidence and mortality.

We don't need to have last year of regional data, as this follows last year of incidence (cancer record count). It is only the first year which is critical for regional data and that is already covered in the R-modules.

Also: remember to update the NORDCAN R-script with the predefined code for these two global settings.
