phpmyadmin not working #2

while going to "http://localhost/phpmyadmin" getting the error as "Forbidden You don't have permission to access this resource".

how can i resolve this issue

mine is totally fine i just followed given steps and all good now what i am facing right now is i am unable to login inside web app by using the given credentials

which file should be used to run
