Is it possible to reactivate the CI from CircleCI without the CD?

This issue is also related to @jmaupetit proposal (issue #309).

Of course it is. Why is it critical at this step of dev.? Running CI whithout objective is, from my point of view, waste of energy (server)...

By the way an evolution to Circle CI 2 is required.
