Should refunds be permitted on the voting variants? #16

I think additional restrictions should be placed on the triggering of a refund to somewhat protect project creators / contract owners from being 'reverse rugged' by malicious actors just trying to defund them? I'm not sure but we need to try to cover all the bases on this.

I believe this issue is made irrelevant with the revised-voting branch but can be revisited if necessary.
