Affected Version: Gerrit 2.5.x up to and including 2.5.2

What steps will reproduce the problem?
1 Install PostgreSQL
2 Install gerrit
3 Configure gerrit to use postgreSQL
4 Start Gerrit.
5 Stop gerrit
6 Run gerrit install using "--batch" mode.
7 Start Gerrit

What is the expected output? What do you see instead?

When gerrit is first installed I get the "Admin" link on the web page. After 
reinstall using the --batch mode it's missing.

This also happens if I install gerrit, start it up. Stop it. Wipe the gerrit 
install but leave the DB intact. Put gerrits's etc files back in place. 
Reinstall gerrit with batch mode and start it again.

Please provide any additional information below.
