Cannot format velocity template #1884

Affected Version: 2.5.2

What steps will reproduce the problem?
1.Go to Settings->Contact Information
2.Click Register New Email
3.Enter any email

What is the expected output? What do you see instead?

I'd expect to see a verification that my new email has has been registered.

Instead I receive an 

Server Error

Cannot format velocity template 
com/google/gerrit/server/mail/RegisterNewEmail.vm

Please provide any additional information below.

Gerrit runs on Tomcat6 on an Ubuntu 10.04.4 LTS.

Seems like a regression of https://bugzilla.wikimedia.org/show_bug.cgi?id=36632
