Comments placed in wrong patch set #2554

Affected Version: 2.8.2

What steps will reproduce the problem?
1. Upload a change to gerrit.
2. Upload a patch set.
3. Enter and submit comments to patch set 2
4. Create patch set 3.

What is the expected output? What do you see instead?
In the side by side view I now expect to see the comments inside PS2. Instead 
they are displayed in the Base. Therefore the comments are not visible when 
comparing PS2 and PS3.

Please provide any additional information below.

This worked fine in 2.8.1 so we have a regression here.
