Insufficient documentation or broken implementation of DrNo?

What steps will reproduce the problem?
1. Implement the following from the prolog cookbook:

2. Verified that the label shows up (it does)
3. How to vote for the label? (I have no idea, everything I have tried fails)

What is the expected output? What do you see instead?

The documentation is incredibly short here. 

Could someone add something to explain how to add groups that have voting 
rights for the label?

As far as I can tell right now, there is no way to do this, because any access 
rights in a project.config will be ignored, unless the label is added there, 
but then it defeats the purpose of defining the DrNo label based on a branch 
only (we don't want it for other branches).
