Draft comment icons in PatchSet drop-down panel are stale

What steps will reproduce the problem?
1. open a change in new change screen
3. create or remove draft comments for different patch sets

What is the expected output?

I would expect that the drft comment icons in PatchSet
drop-down are always correspond to the actual draft
comments.

What do you see instead?

Draft comment icons are stale:

The draft comment icon may be shown for patch sets
that have no draft comments, and it may be missing
for patch sets that have draft comments.

The draft comment icons in the 'Patch Sets' drop-down panel were removed by [1].
Instead the 'Reply' button is now highlighted when there is a draft comment on 
any patch set of the change [2].
