deleteproject failed to load error in IE 9

Affected Version: Gerrit 2.9+

> What steps will reproduce the problem?
1. Open any latest Gerrit instance like review.cyanogenmod.org using IE 9

You will get the following error (only in IE 9)

Code Review - Error
Plugin "deleteproject" failed to load

> What is the expected output? What do you see instead?

Gerrit must be loaded after all plugins are successfully loaded. Though all the 
functionalities in Gerrit is working perfectly fine, delete-project plugin is 
the only thing that ceases to work.

Attached screenshot with the console error. Please share your views.

Can you verify, if it works on IE10 or IE11?

Though it is working on IE 10 & 11, issue reported in IE 9, Do we have any 
workaround?
