What steps will reproduce the problem?
1. Open https://gerrit-review.googlesource.com/#/c/64570/
2. Try to add david james at google dot com as a reviewer
3.

What is the expected output? What do you see instead?

Expect that he is added, but it just returns back and does not add him.

Please provide any additional information below.

He is a valid user:

And it's also not possible to add with his chromium.org mail address.

His account was marked inactive as he has not uploaded or commented on a code 
review recently.

I reset the inactive flag to false in the database.

I see you've added him on that review.  Thanks.

For future reference, what's the preferred way to request reset of this flag if 
it happens again for another user?
