remove the wait file on daemon entry for clean state on start/restart
update README.md to reflect current code (and consolidate other readmes)
add license boilerplate to all go files that lack them
comment out the operational server code from daemon since that worked is postponed

I assumed the commit messages would be sufficient. Here they are:

remove the wait file on daemon entry for clean state on start/restart
update README.md to reflect current code (and consolidate other readmes)
