Settings abstraction #38

Settings abstracted to the options page and button to update location now links there.

Works perfectly!

Somethings we might want to change: 1) Title of the chrome tab currently is "chrome-extension://...", can we change it to "Settings"? 2) Should we make the formatting of "Update Location" to "Report an Issue"?
