Add instructions for preconfigured `libcantera-devel` samples #225

This PR adds instructions for the use of build systems for libcantera-devel examples.

~This enhancement depends on Cantera/cantera#1366 and Cantera/conda-recipes#35 (plus the addition of the SCons option conda_build=y to the recipe).~ (Edit: PR's have been merged)
