Make CI builds faster #1703

Changes proposed in this pull request

Adjust number of processors used to reflect changes in specs of GitHub-provided runners
Build test binaries in parallel
Run Python test suite in parallel

This reduces the total runner time used by the CI jobs by ~15%, and the runtime of the slowest CI job (MinGW) by ~30%.
