Summary of Issue:
if recipient is an address that doesn’t exist, then register will be successful in smart contract cache, but not in CSR store
Fix: Remove check to see if recipient address exists. Any account should be able to receive CSR fees, even if the account doesn't exist. It is possible for a developer to create a new wallet, but never transact with it on the network until after they have received CSR fees.
