Linting, maintainence #81

This PR:

adds automatic golangci-lint
lints the repository including tests
fixes some tests
removes tests that didn't apply to this repository
migrates module paths to v6: it should be used as the base of the next chain upgrade
uses the latest tendermint
uses the latest cosmos-sdk

Non-State-Breaking Module Changes:

SDK v0.45.12
Tendermint v0.34.25, informal fork
