Prototype: Ability Super Class #17

This is a super class for abilities, I think this is the main way we will deal with buffs and debuffs. As well as special attacks.

Keeping in mind that they may have a scaling factor based off of the level of the character and maybe Perks/Skills the players that pick up while leveling.
