New Feature Issue: [Sail]

Description

An activity which when given a cardinal direction will move the ship in that direction on the map.

[ ] A Sail job which takes a certain amount of time.
[ ] On completion The Boat will move one tile
[ ] No other activity will be possible while sailing however other users can also /sail
