Move Build Pipelines to GitHub Support project #35

Both the PR build and CI build/release Azure DevOps pipelines are located in our internal Capgemini Reusable IP project.

These should both be removed from Capgemini Reusable IP and recreated in GitHub Support so that they are publicly available.
