Given the following request:
http://services2.perseids.org/exist/restxq/cts?request=GetPassagePlus&inv=annotsrc&urn=urn:cts:greekLit:tlg0012.tlg001.perseus-eng1:11.248-11.290
we get back nothing because the passage after 11.248 is 11.291
it seems that it would be nice if we could at least return 11.248
