addAgencyReferral() Procedure Error #92

Currently the addAgencyReferral() stored procedure requires race and sex but the form does not specify either of these fields https://github.com/Capping-CPCA/Database/blob/master/PROCEDURES.sql#L427

they have been notified and I believe they are in the process of adding them
