with Minecraft's terrain generation animals are generated with it. so the normal passive mob spawning still works. although they do not spawn within a certain range of the player and the mobcap can get filled fast. I recommend flying up a bit and running /kill @e[type=!player]
a few times (this kills all entity's so new ones will spawn.)
you can also try to create the animals with a custom object layer. here is a great collection of entities: https://www.planetminecraft.com/project/worldpainter-animal-pack-1-16/

Aquatic creatures spawn fine, but terrestrial animals such as sheep, cows and pigs do not spawn at all. Occasionally a group of animals will spawn if there is no grass or trees present, but i have only ever seen one group of each type of animal spawning on a map.
