Currently the scim-for-keycloak artifact breaks the keycloak server due to corrupt liquibase changelog file This pull request updates the file cc @Captain-P-Goldfish

this pull request brings back the problem mentioned in https://github.com/Captain-P-Goldfish/scim-for-keycloak/issues/44. It is currently a big problem getting the build and the artifact into sync.

I fixed the problem for both and added a new release. I had to deactivate the circle-ci build though...
